Toptana Technologies Inc.’s (Toptana) federally funded Broadband Technology Opportunities Program (BTOP) fiber networks meet and comply with the nondiscrimination and network interconnection policies established by the National Telecommunications and Information Administration. Specifically, Toptana’s backhaul network, which connects major peering hubs in Seattle, Washington and Hillsboro, Oregon, fully complies with the BTOP requirements.
Toptana primarily provides dark fiber that can be used to provide high-capacity, point-to-point and point-to-multipoint private line transport services and Internet connectivity services, as well as transport and Internet connectivity services.
Toptana does not manage or limit the content of communications traffic transiting Toptana Technologies BTOP networks. Toptana’s network management practices do not involve preferential routing of traffic on the basis of content or provider. Toptana utilizes neutral traffic routing and enables connections to other carriers and to the public Internet. Toptana displays its network management policies in a prominent location on its Website and will provide notice to customers of changes to these policies.
Toptana Technologies, Inc. will offer interconnection on BTOP networks in perpetuity where technically feasible without exceeding current or reasonably anticipated capacity limitations, on reasonable rates and terms to be negotiated with requesting parties, including terrestrial and wireless last mile broadband providers and any other party making a bona fide request, including both the ability to connect to the public internet and physical interconnection for the exchange of traffic, in conformance with IIJA Section 60401 (d) (2) (B) and (e) (3) (D).
Toptana will negotiate with any bona fide customer to interconnect with Toptana’s network on individually negotiated, commercially reasonable terms and conditions.
